Following a September 2024 workplace fatality involving a worker towing a large spray trailer while descending a steep slope, WorkSafe Victoria has issued a Safety Alert outlining control measures for this risky activity.
A comprehensive risk assessment before beginning work on slopes is key to understanding the hazard and applying appropriate control measures to ensure a safe workplace. Factors to consider in assessing the level of risk presented by operating on sloped ground include the gradient of the incline, the surface materials and evenness of the ground, the weight of the load being towed and the capacity of the tractor. Even when towing loads within the towing capacity of the tractor, heavy loads can push a tractor downhill, rendering it uncontrollable.
Controls when working with towed loads on sloped terrain –
- Ensure that the tractor has the capacity to carry the load
- Use the tractor’s low range gears
- Ensure that Roll-Over Protection Structures (ROPS) are installed and secured in the up position
- Ensure seatbelts are installed, in good working order and in use – there are retr0-fit kits available for tractors that are not fitted with seatbelts
- Plan the spraying operation to not operate on sloped ground when the tank is full
- Conduct regular equipment checks to ensure good working order
- Ensure employees and contractors are trained and supervised in safe work procedures for towing on sloped terrain
